Knowsley's Local Strategic Partnership, the Knowsley Partnership, involves a very wide cross section of representatives including Councillors, all key partner organisations, private, voluntary and community sectors, Knowsley's Schools Council, and Knowsley's Community Empowerment Network, all working towards shared goals to improve the quality of lives of local people.

The Knowsley Partnership is underpinned by the work of Thematic Partnerships - Learning, Economy and Employment, Health and Well-Being, Community Safety, Housing and Environment and Children and Young People, which is a unique development underpinning all the other areas (see Partnership Structure). Children and Young People are the future of the borough and they themselves are involved in all stages in developing services suited to their needs and identifying those issues that are important to them.

The Knowsley Partnership has developed Knowsley's Community Plan that outlines its vision for the kind of place that local people want Knowsley to be. The Community Plan is a 10 year vision from 2002 through to 2012 that provides:

- a long term vision for Knowsley

- priorities for action

- performance measures to monitor progress

The development of the Knowsley Partnership is supported by an Improvement Plan, which identifies the key priorities for the continuous development of the Knowsley Partnership. Its vision is:

Knowsley: A health place where people are proud to live, work, learn and prosper.

The key objectives are:

· to collectively identify needs and key priorities, to jointly harness resources, to eradicate deprivation and reduce the gap with less deprived areas and to optimise mainstream resources.

The key cross-cutting priorities are:

Social responsibility - promoting personal well-being and positive lifestyles

Education - Children and Young People - present and future

Employment - overcoming worklessness to increase employment

To build strong communities

These prioities ensure that a real difference can be made through the implementation of the Community Plan and the Local Area Action Plans.

The Knowsley Partnership has the top rating of a 'green light' nationally for its work to date and for future planning. This is the second year it has sustained this exacting standard.

A powerful body of key decision makers in Knowsley, who will have a great influence in how the borough is developed, has come into force.

The new streamlined top tier of influential representatives from key organisations working within Knowsley, known as the Executive, will now meet every seven weeks and make decisions on how the borough is developed and improved. They will deal with issues which cannot be solved with a single solution or by a single organisation.

Key members of this group include Merseyside Police, Knowsley Housing Trust, community representatives, Knowsley Council, Jobcentre Plus and the Learning and Skills Council.

As well as estabishing a shared vision for the borough, the new style Executive will focus on three priorities over the next 12 months. These are anti-social behaviour, worklessness and NEET (people not in education, employment or training). Membership of the Executive covers the key functions that make for a thriving community - health, environment housing, learning and employment, as well as having responsibility for issues which can adversely affect an area, such as crime and anti-social behaviour.
