Sustainable Community Strategy and Local Area Agreement
Sustainable Community Strategy (SCS)
Knowsley currently has a Community Plan that runs 2005 to 2012.
In recent months the Local Government White Paper 'Strong and prosperous communities' has told us that in the future the Partnership will need to develop a Sustainable Communities Strategy. This will be developed by the partnership as:
'A single joint vision for the area'
It is likely that we will develop a Sustainable Community Strategy in line with the new three-year Local Area Agreement that we will need to produce for April 2008. The development process is likely to commence early to mid-2007.

Local Area Agreement (LAA)
Knowsley was a pilot Authority for Local Area Agreements, starting in April 2005.
Since this time we have refreshed the agreement twice and we are really starting to embed the LAA across the Partnership.
LAAs set out the priorities and outcomes for Knowsley and are negotiated between central government, (represented by the Government Office) and the Knowsley Partnership as –
‘A single delivery plan for the Sustainable Communities Strategy’
The LAA should balance ‘top down’ pressures in terms of government targets and ‘bottom up’ pressures which are the priorities of local people.
